Why are they called the Free Cities? ›

Officially, the term "Free City" refers to a system of government; the cities' founders purchased contracts from the Freehold to exercise semi-autonomous rule over their internal affairs, though the Valyrian dragonlords still set their external policies (such as the wars with the Rhoynar people).

Braavos is the Wealthiest and the Most Powerful Free City.

Most fell under the rule of the Magisters; wealthy landholders that governed their cities in councils and conclaves only the richest and noblest could join. Volantis, however, sought to fill the void Valyria left, and during the Century of Doom launched a war that spread her dominion to the coasts of the Narrow Sea.
